Most of the time this frequency - 459.200Mhz can not be heard with a normal analogue scanner. But sometimes a non-encrypted / not covered by a white noise transmission comes through. I believe this is just a mass transmission and is meant to be heard by everyone. It never reveals much anyway, just basic information. So here is the GRE PSR 255 picking up an audible voice transmission from 459.200Mhz in Birmingham UK. Not sure what the service exactly is, but its something to do with accident emergency / hospital / ambulance service etc.
